Liberal receiver and judge holding Californians hostage for $8 billion

Prison receiver Clark Kelso recently sued Governor Schwarzenegger and the state for $8 billion in prison healthcare costs. His request for this fiscal year, $3.1 billion, increases the budget deficit by 20%.
When asked why $8 billion was needed as California faces a $15.2 billion deficit, the receiver's legal counsel answered, "I am asking for that amount because I do not want to have to come back in three years and ask for more." This sort of "guesstimation" is insulting to the taxpayers who are expected to blindly front the funding.
Presiding U.S. District Court Judge Thelton Henderson is the same liberal judge who overturned the conviction of the only member of the San Quentin Six found guilty of murdering three California Correction Peace Officers.
I hope Senate Republicans stand successful in our fight for implementation of the multi-billion dollar bi-partisan bond that the Legislature already passed over a year ago.
