Increasing Oversight in California Schools
By Senator Mark Wyland (R-Carlsbad)
Back in 2000, voters approved Proposition 39, the School Facilities Local Vote Act. This measure allowed communities to pass school construction bonds with a 55% vote of the people, as opposed to the previous two-thirds vote that was required.
To make sure that the bond money is being used properly, Proposition 39 required local school boards to produce yearly fiscal audits on the bond along with performance audits, however Proposition 39 did not specify what type of auditing standard should be followed.
Given this history and my personal focus of ensuring accountability, oversight and controlling spending, I’m pleased that my measure, Senate Bill 1473, which would correct this oversight and mandate that school districts observe the federal auditing standards, passed the Senate Education Committee this week. By providing a universal performance audit standard it will be possible to analyze how the bond money is being used and certify the money is used in an efficient manner.
Senator Mark Wyland represents the people of the 38th Senate District, which includes cities in north San Diego County and the south Orange County cities of San Clemente and San Juan Capistrano.

Rushing ObamaCare Won’t Create Jobs
By Assemblyman Martin Garrick
Californians across the state are worried about their future. Just last week, we learned that our unemployment rate had grown again to 12.6 percent – the highest in modern history. More than 2.3 million people are out of work today.
Republicans are fighting hard to bring back jobs and opportunity for Californians. We have proposed reforms to get the government out of the way of the small businesses that create jobs and grow the economy. But sadly our sensible measures are being killed right and left by Democrats.
Their solution is to fast track ObamaCare in California, and rush to implement this massive new government-run health care scheme. ObamaCare would mean $500 billion in higher taxes on businesses over the next ten years, and $3 billion dollars in new state spending taxpayers cannot afford.
Bigger government has never created jobs in the past and it won’t create jobs now. It’s time Democrats work with Republicans to pass the reforms necessary to get government out of the way and our economy back on track, so that we can get people working again.
Assemblyman Martin Garrick serves the communities of Carlsbad, Del Mar, Solana Beach, Encinitas, Rancho Santa Fe, San Marcos, Vista, and portions of San Diego, Escondido and Oceanside as the Assemblyman for the 74th District.
