Prior Attempt to Crack Down on Sex Offenders

Since elected to the Legislature, public safety has been one of my top priorities. In 2005, I authored Assembly Bill 1484 which would’ve defined a sexually violent predator (SVP) as someone who has been convicted of a sexually violent offense against anyone under 14 years old (at the time, an SVP was defined by two offenses). Had this been law, fewer predators like John Gardner III would be on the street today.
Unfortunately, this bill failed in the Assembly Public Safety Committee. Liberals in the Legislature believe these monsters can be “rehabilitated”. Let me be clear: anyone who has touched a child inappropriately ONCE should be punished.
Since my bill, Jessica’s Law took effect and thankfully covered this important territory, but clearly there are still predators who have slipped through the cracks. That’s why in the coming weeks I’ll be diligently crafting legislation to keep these offenders behind bars.

2010 Woman of the Year

Last week I was honored to name Christie Elam-Manry, of Escondido, as 2010 Woman of the Year for the 74th Assembly District.
The Woman of the Year ceremony is an annual ceremony held at the State Capitol honoring remarkable women from throughout the state for their charitable and civic contributions to the community. Woman of the Year honorees were recognized during a special Assembly ceremony and were each presented with a special Assembly resolution.
Mrs. Elam-Manry was recognized for the charitable fundraising drive she spearheaded on behalf of YWCA's Becky's House, a shelter for victims of domestic abuse. As assistant buyer, personnel manager and supervisor for her family's 10 Gold Crown Hallmark stories in Encinitas and San Diego, she organized a company cookbook with recipes from her employees to mark their 30th Anniversary. 800 copies of the book were later sold and the proceeds donated to Becky’s House. Mrs. Elam-Manry is also a church volunteer who works tirelessly to make North County a better place to live, and is the true embodiment of what it means to be Woman of the Year.
