E3: A Different Kind of Environmental Group
By Senator Mark Wyland
Recently, I joined E3, a team of legislative leaders dedicated to bridging the divide between the environment and the economy. This coalition seeks to dispute the myth that the only way to protect the environment is to impose harsh mandates that produce significant costs, hurting business and costing California jobs. E3 members are dedicated to supporting companies that develop emerging technologies and help remove the barriers that prevent the emergence of new markets.
When it comes to protecting our environment, California needs a more balanced approach that protects not only the quality of our air, parks and beaches, but also protects the economy. As a long-time resident of North County, I recognize the importance of clean beaches, while understanding that respect for enviroment must come intertwined with respect for our busniess community as well.

The Office of Statewide Health Planning and Development (OSHPD) recently announced they will allow Tri-City Medical Center extra time to comply with seismic safety mandates. Without the extension, Tri-City may have faced closure by 2013. The hospital, which services a large percentage of North County, is a vital piece of the health safety net for residents.
The hospital is still in the process of engineering studies to determine the seismic safety of the entire facility. As such, I have introduced Assembly Bill 411 which will allow district hospitals more time to comply, provided they meet certain criteria.
The closure of this important facility would mean reduced access to health care services and thousands of lost jobs for North County residents. I look forward to continuing my efforts to find a solution that keeps its doors open for many years to come.
