IHSS: A perfect example of why more oversight is needed in California

A report by the Senate Office of Oversight and Outcomes recently found that In-Home Support Services (IHSS), a state program intended to help elderly, blind and disabled Californians maintain access to in-home caregivers (more often than not, family members) has failed to conduct annual studies to reduce fraud.

IHSS is a $5.5 billion-a-year program that serves over 400,000 Californians, essentially doubling in size since 1999-with no additional oversight. A report in Sacramento County on the same issue found that claims were being made by providers despite the death of the recipients. Other recipients were found to have hidden assets or income. The state is at fault for this huge misuse of taxpayer dollars because we have unsuccessfully completed proper performance evaluations. This example is symptomatic of a bigger issue with all of our state programs: the failure of the Legislature to demand accountability, transparency, and oversight.

A few weeks ago, I was pleased to participate in the annual Woman of the Year event held in the State Assembly Chambers. All 80 Assembly members are asked to choose a woman from their district whom they felt best embodies the spirit of community service and leadership.

My choice for the 74th Assembly District Woman of the Year was Encinitas resident Virginia Felker. Mrs. Felker, a local realtor, was instrumental in gathering community support during our fight to protect the 760 area code. The area code change would have had a disastrous economic impact on North County residents and the over 34,000 businesses in the area.

Mrs. Felker has also served on several boards and commissions including, the Encinitas Planning Commission, Encinitas Community Advisory Board, and the San Dieguito Association of Realtors. I am honored to represent the wonderful communities of North County and my job is only made easier with the support and dedication from residents like Virginia Felker.

Assemblyman Martin Garrick serves the communities of Carlsbad, Del Mar, Solana Beach, Encinitas, Rancho Santa Fe, San Marcos, Vista, and portions of San Diego, Escondido and Oceanside as the Assemblyman for the 74th District.
