Why is a Hard Spending Cap Necessary for Fiscal Success?

California faces the deficit it does today for one reason: the out-of-control spending by the liberal Democrats who control the Legislature and a budget system that allows them to get away with such. I believe it's time to reform the system to include a hard spending cap that prohibits this sort of waste.
Republicans proposed a simple plan that restricts the growth of government each year to the combined growth in population and inflation in California. The proposal forces the Legislature to prioritize spending to stay within spending limits-something they have no concept of now.
A hard spending cap is necessary because Democrats are not capable of controlling their reckless spending habits. Since Democrats control the Legislature, they can ignore our common-sense spending proposals without a second glance. But if we don't act now, California only faces even more years of budget uncertainty and worse-even more deficit.
