House of Origin - A Flurry of Bills
By Senator Mark Wyland (R-Carlsbad)
Last week the Legislature scrambled once again to meet a deadline. The bill factory was in peak performance mode as both the Senate and Assembly attempted to comply with what's known as the "House of Origin" deadline.
One of several legislative deadlines, the House of Origin deadline compels lawmakers to vote on hundreds of bills a day, ultimately sending these hardly-glanced-at bills to the other house. In other words, Senate bills must receive Senate approval by this deadline and are then shipped out to the Assembly for their votes, and vice versa.
In just two days, the Senate voted on over 150 measures. Sadly, the majority party approved most of it and passed the bills on to the Assembly without a second thought. Once again, the bill factory has succeeded in rushing through the deadline-driven business of the day, letting many priorities of California families fall to the wayside.
Senator Mark Wyland represents the people of the 38th Senate District, which includes cities in north San Diego County and the south Orange County cities of San Clemente and San Juan Capistrano.
