The Budget Process - May Revise (Part 2 of 2)

Last week the Governor released his May Revision of the budget. As with most things in politics, there were parts to love, parts to hate and legislators left disagreeing about what's best for California.
The good news: the Governor's proposal includes a plan to fully fund education and implements the use of a "rainy day" fund. The bad news: pending final voter approval, Governor Schwarzenegger also proposes borrowing against future revenues from the Lottery. If the initiative fails, an automatic 1% sales tax will be imposed.
I do not support tax increases when lawmakers have failed to reduce wasteful overspending. It's unacceptable to tax Californians because Democrats refuse to control their spending addiction. I hope the majority party realizes soon enough that the first step toward controlling addiction is admitting that you have a problem. Doing so would be the route that puts California back on a fiscally healthy path.
