Budget Reform Package
By Senator Mark Wyland (R-Carlsbad)
During a budget crisis, it's the knee-jerk reaction of the majority party to propose raising taxes. I couldn't disagree more-California has a spending problem, not a revenue problem. It's clear that the Legislature needs outside-the-box reforms to solve this budget mess for good. That's why I've introduced a Budget Reform Package.
As part of this legislative package, California would massively beef-up the current state auditing system. Just like families "audit" their paychecks every month to see what expense can stay and what must go, auditing state programs will help legislators make smarter budget decisions. Additionally, my legislation establishes a two-year budget cycle that would allow the Legislature to spend one year devoted to legislation and the other year devoted entirely to the budget.
By focusing on budget reform, accountability and respect for the taxpayers' dollar, I'm confident that California will soon be in a healthy fiscal state once again.
