A Legislature
Clogged by Bills
By Senator Mark Wyland
Every year, the Legislature faces a legislative deadline, when the state legislators make a final push to introduce all of their bills before the deadline hits. This year's deadline hit earlier last month, and just like years prior, lawmakers worked overtime to craft and introduce bills.
I believe that the current legislative process is clogged by bills rushed through the system to meet a deadline. Senators are allowed to carry 50 bills in a two-year session, and most lawmakers max out or even bend the rules to exceed their bill limit. While it's important that legislators work hard to better California, congesting the process with bills only serves as a drain on state resources.
Last year, three of my bills made it to the Governor's desk, all of which were signed into law. That's the way legislation needs to be operated: strategic, thoughtful and representative of the district.
